The Department of Building Safety provides services needed for construction to promote health, safety, and welfare within the built environment. Staff meets with the public, reviews building plans, issues building permits, performs inspections of construction, and ensures Council adopted codes are enforced.

Construction Codes have become an important issue for Georgia's local governments, building professionals and citizens alike. The following is a general overview of Georgia's Construction Code Program, including enforcement, local amendments, current codes, and whom to call if you have questions regarding construction codes and related issues in Georgia.

As noted above, the building, one and two family dwelling residential, fire, plumbing, mechanical, gas, electrical, energy, and swimming pool codes are mandatory codes, meaning that under Georgia law, any structure built in Georgia must comply with these codes, whether or not the local government chooses to locally enforce these codes.

Lawrence County adopted the 2021 ICC Building Codes July 26, 2022 to protect the health, safety and welfare of people by creating safe buildings and communities. It is the contractors responsibility to understand and adhere to all 2021 International Residential (IRC)/Building Codes (IBC). The following quick guides are to help answer some basic questions an regulations that we have in Lawrence County when building structures. This is just a basic guide and does not include all regulations please make sure you are utilizing the full codes and or asking the Building Inspector when you have specific questions.

The International Fire Code (IFC) is an up-to-date fire code addressing conditions hazardous to life and property from fire, explosion, handling or use of hazardous materials and the use and occupancy of buildings and premises. This comprehensive fire code establishes minimum regulations for fire prevention and fire protection systems using prescriptive and performance-related provisions. It is founded on broad-based principles that make possible the use of new materials and new system designs.

The Building Department oversees building and related construction activities to protect the public health, safety and welfare of our residents and visitors pursuant to uniform construction codes governing land use and code enforcement (as established in North Bend Municipal Code 15.02.020).

A free online version of the International Codes is available by visiting the ICC website and hard copy of the code books can be purchased by visiting the WABO Bookstore. Both of these versions of the Code do not include any amendments specific to Washington State. The Chicago Building Code, Title 14B regulates the new construction of buildings and structures and other building- and property-related activities, including special inspections and tests, construction site safety, and building rehabilitation work, as specifically referenced in the other Chicago Construction Codes. The accessibility-related provisions of this code have been drafted to be consistent with the 2018 Illinois Accessibility Code and federal regulations for privately-funded construction. This is a fully integrated codes based on the 2018 IBC.

The Chicago Building Rehabilitation Code, Title 14R regulates the repair, alteration, change of occupancy, addition to, and relocation of existing buildings and structures. The accessibility-related provisions of this code have been drafted to be consistent with the 2018 Illinois Accessibility Code and federal regulations for privately-funded construction.

The Chicago Energy Conservation Code, Title 14N regulates matters related to the design, construction, and rehabilitation of new and existing buildings for energy efficiency. This code has been drafted to be consistent with the 2019 Illinois amendments to the International Energy Conservation Code. This is a fully integrated codes based on the 2018 IECC.

The Chicago Construction Codes Administrative Provisions, Title 14A establish uniform administrative procedures for each code in the Chicago Construction Codes series. These provisions establish the limits of the applicability of each code and describe how the codes are to be applied and enforced. These provisions also establish the powers and responsibilities of city employees, design professionals, construction professionals, and building owners with respect to application of the Chicago Construction Codes.

Developed through the review of proposed changes submitted by code enforcement officials, industry representatives, design professionals, and other interested parties, the 2021 International Building Code, just as its mass of predecessors, establishes minimum guidelines for building systems that make possible the use of new materials and new building designs. This is carried out in a manner that provides a reasonable level of safety, public health, and general welfare through prescriptive and performance related guidelines.

The Building Plan Review Division and the Inspections Division will frequently post the current codes and bulletins to inform the building industry of changes, modifications, and/or procedures associated with the building permit process.In order to view the bulletins, you must download and install Acrobat Reader.

One exception for obligation to total compliance with the Standards are buildings that are on a historical registry, for example. However, even in such a case, it is encouraged that such buildings find means to make buildings as accessible as possible for patrons with disabilities, without disturbing the historical nature of the building. It should be noted that while the 2010 ADA Standards for Accessible Design are currently the federal ADA standards, many states turn to other building codes when it comes to accessibility. For example, in Region 10, Washington, Idaho, and Alaska all use the International Building Code (IBC), while Oregon uses the Oregon Structural Specialty Code (based on the IBC but Oregon-specific). All of these states also use the ANSI A117.1. When an entity, architect, or contract is building or modifying a building or feature, they first look at the code that the state uses, and if that feature is missing from the code or provides less accessibility than the ADA Standards, the Standards should be used for the specific feature.
